Little fix that includes both "def/country/russia.sii" and "def/country/kazakhstan.sii" files from SibirMap. If loaded after any map that alters those same files (RusMap, RusMap - ProMods RC, Road to Asia...) it will add back the timezones included by SibirMap.

Updated for SibirMap 2.4.1
小修复包括SibirMap中的“def/country/urussia.sii”和“def/ccountry/cazakhstan.sii”文件。如果在任何更改相同文件的地图（RusMap、RusMap-ProMods RC、亚洲之路…）之后加载，它将添加回SibirMap包含的时区。
